This is a very cute tea shop near Buckingham Palace!
The vibe is cozy and quaint with "shabby chic" interior design. Note, the shop is kind of small, so be prepared to wait outside until a table frees up. For a party of four or more, you can make reservations online.
I came with some friends for Afternoon Tea. The price was very reasonable, and you can add tea for an additional person for a small fee. There is a small tea list, but the tea comes in tea bags. I tried the chai tea, and I'd say that it's nothing special. The tea also comes with an assortment of small sandwiches, cakes, macaroons, and scones with clotted cream. The food isn't the highest quality, but it's tasty nonetheless.
I'd highly recommend this place for a casual, inexpensive afternoon tea. -

2.5 - 3 stars
This is a "good value"/ budget high tea/ afternoon tea experience as plenty of afternoon tea is priced near 20ish pounds.
30 pounds for 2 people (or 38+ USD at the time I am writing this) and you will get to select tea (bagged tea - London Tea company which you can easily buy outside and it's much less expensive)- choice of 2 for 2 people, 3 pieces of sandwich, a scone, and small desserts.
If you're going for the experience, this would be a good budget option since the environment is cute, but overall, it might be better to just order tea on the side and a sandwich if you don't care for how it is served- it will be less expensive.
Some disappointments -
-Bagged tea! Which was actually pretty inexpensive bagged tea (ugh especially when you can buy the same tea for 7.95 pounds for 15 bags at the airport duty free!)
-Small selection of tea. I have been to afternoon tea before (where I saw an entire book of teas to select from) and their selection is minimal!
-if you're a light eater, this might fill you up. This is really just for the experience!
Note = Restrooms are down a narrow set of stairs which would be challenging for those who are mobile impaired; a part of it doesn't even have rails. I know that if my mother came, she would struggle.
I went with my significant other who was less than thrilled and the value / experience just wasn't there for him. -

On our first full day in London, we were starving and had a long day ahead of us. Looking to fuel, we found The English Rose Cafe and Tea Shop as we worked our way towards the Winston Churchill museum.
This place is fantastic. Very quaint, and clean, they offer a large selection of teas and coffee. What really stands out for me was the food. We ordered fresh scones with clotted cream (OMG so good) and the English Breakfast which is a dish jam packed with eggs, sausage, baked beans, tomato, toast, and English bacon. It was excellent and fueled us for our day. We didn't even need to eat lunch it was that filling.
I don't recall how much it cost for a breakfast for 5 but we felt the prices to be reasonable when you combine the setting, the excellent service, and above all, the food. You've got to try this place. -

Great atmosphere and even a traditional English breakfast with veggie sausage. Lattes and Americanos prepared perfectly.

The cosiest, cutest, quaintest tea shop! Be aware it is pretty small with a limited amount of seating, but I've never had to wait in the 3/4 times I've visited. I've opted for the traditional cream tea for two and afternoon tea in the times I've been there, which I've been happy with. We were served by Shelby and Lucy who were sweet and welcoming.
Will be returning for another girly tea date.
